"The representatives of
Kalmyk community handed to us a copy of the appeal addressed to you (i.e.,
The Ministry of Religious Affairs) by which they asked you for a
financial support for maintaining their temple. Although the public
professing of Buddhism in not recognized neither by Constitution nor any
other Law, we find that it would not do any harm neither to the State nor
to any other confession if support is given to this small group for
fulfilling their religious needs.... quite to the contrary, it would
do them a harm if they are left without spiritual guidance. The local
Kalmyks, the Buddhists, do not ask for any official recognition of their
religion - they ask only for a tolerance and small insignificant financial
support."
